Russia took a long time to move on this which means they have replaced the troops that they've taken from Crimea with unqualified and poorly trained new recruits. There's nothing to stop Ukraine from pulling out of Russia and then attacking the russians somewhere else along their weakly protected border. Thus causing Russia to have to redeploy more troops to that area as well. It's long past due that Russia should have pulled out of Ukraine all together, this includes Crimea.
