A sudden change in Billy's professional life was an unexpected plot because it gave hope of being able to run the company to him. He has years of experience, so it is an easy task for him, but he was in worry after Nate, Devon, and Lily left the Abbott Chancellor, so the recent big deal is a special moment for him.

The spoilers indicate that he will go to meet Devon at GCAC (Genoa City Athletic Club) and tell him about the big deal that he is about to close. He is teased to celebrate the moment and tell Devon that he made a big mistake leaving Abbott Chancellor.
