If the parent was not allowing their child to have an iPad, she should have brought him something to do. I traveled from Colorado to Maine in a car when my daughter was two years old, she had coloring books & crayons, picture books and stuffed animals. She was not fussy the whole trip. Parents need to plan ahead.
