You can speculate all you want, but the fact is that Reddick wants 25 million a year for 2 years at least with lots of garuanteed money. The Chiefs are already paying Chris Jones 30 million a year and a lot of other big contracts as well. They can't afford him. The Ravens let Jadeveon Clowney go in free agency instead of bettering a 10 million a year contract, so they probably don't want to spend big on a defensive back. And there's the fact that he's holding out. Nobody wants a troublemaker.
