Why not address tip sharing? Everyone in the kitchen makes better than minimum wage, as well as busboys - federally mandated at $7.15 per hour, except workers that received more than $30 per week in tips. They get $2.13 per hour, but depending on their locality, they are either encouraged or required to share their tips. How about ensuring tipped workers don't share the tips, since they're already being paid $5 less per hour?
