    Charges: Iowa man was 'targeted and executed' in St. Paul parking lot

    A Minneapolis man has been charged with murder in the fatal shooting of a man officials say was "targeted and executed” in a St. Paul parking lot.

    Kueth Chuol Ngut, 22, was charged with two counts of 2nd-degree murder in Ramsey County court on Friday, three days after he allegedly shot and killed Lul Dak Chak, 32, of Iowa.

    According to the criminal complaint, St. Paul police officers were called to a report of a shooting on the 1200 block of University Avenue West at around 12:30 a.m. Tuesday. At the scene, officers found a man later identified as Chak lying on the ground of an apartment parking lot. Chak, who was suffering from multiple gunshot wounds and was not breathing, was pronounced dead at the scene.

    Chak's female cousin told police they had been out at a bowling party before returning to the apartment complex. The cousin said she had gone outside to smoke and Chak had come out, saying he was going to buy some drugs.

    The woman said she saw a dark colored Subaru in the parking lot. A man got out of the front passenger door and started shooting at them. The cousin said she had dropped to the ground and that Chak had jumped in front of her to protect her.

    Surveillance footage from the incident shows both the passenger and driver of the Subaru exit and shoot at Chak. According to the criminal complaint, the footage shows Chak was "targeted and executed."

    The footage also showed the Subaru move to multiple locations throughout the parking lot ahead of the shooting.

    Police later located the vehicle’s owner, who identified herself as Ngut’s girlfriend. She stated that Ngut had taken her vehicle on the night of the shooting and identified him as appearing in the surveillance footage.

    Ngut was arrested at his girlfriend’s apartment on Wednesday. The criminal complaint does not reveal any motive for the killing.
