    1 dead, 2 injured after domestic violence call turns into standoff in north Stockton

    A woman died and a child was injured Saturday night after a domestic violence call turned into a police standoff in north Stockton.

    Officers responded at about 7:13 p.m. to the 3200 block of Blue Ridge Circle for a report of shots being fired during a domestic violence situation.

    The first officers who arrived at the scene found a 30-year-old woman suffering from a non-life-threatening gunshot wound.

    As officers approached a unit inside of the Blue Ridge Heights Apartments, police said 39-year-old Sim Jackson fired multiple shots at officers. The officers fired back at Jackson, who then barricaded himself in the unit where there were multiple children, according to Officer David Scott, a spokesperson for the Stockton Police Department.

    The officers and the suspect were not struck during the exchange of gunfire, Scott said.

    A hostage negotiator was called in and convinced Jackson to surrender after a nearly hour-and-a-half-long standoff. He was then arrested.

    When officers entered the apartment unit, they found two toddlers with no injuries and two gunshot victims — a 26-year-old woman and a 1-year-old child.

    The Stockton woman, identified as Keyera Shepard by the San Joaquin County Medical Examiner's Office, was pronounced dead at the scene. She is the city's 36th homicide victim of 2024. The child was taken to a local hospital for treatment.

    Neighbors lingered outside the yellow crime scene tape Saturday night as investigators gathered evidence and interviewed witnesses.

    One woman who lives in an adjacent apartment complex said she heard a man and a woman arguing late Friday night and early Saturday morning. Another woman said the sound of gunfire is not new to the area.

    Detectives are continuing to investigate what led up to the domestic dispute and everyone's involvement, Scott said.

    Jackson is being held without bail at the San Joaquin County Jail and is facing several felony charges, including attempted murder, murder, and inflicting injury on a spouse, cohabitant, or parent of a child.

    The suspected killer is scheduled to appear in San Joaquin County Superior Court for arraignment at 1:30 p.m. Tuesday.
