Dallas is considering creating sanctioned homeless encampments to provide safe and clean spaces for those resistant to shelters, following models from cities like Los Angeles and Austin.

While Councilwoman Cara Mendelsohn supports the idea, arguing it could save money by reducing city service costs, Councilman Chad West is concerned about the high estimated cost of $33,000 to $100,000 per person.

Mendelsohn stresses the need for carefully-managed camps to avoid mistakes like Austin's poorly overseen Esperanza Community.

The city is expanding its search for potential camp locations, and some council members are urging collaboration with the county and Dallas ISD for funding.

A follow-up briefing is scheduled for October, with decisions expected soon.

This plan was discussed during a meeting of the Housing and Homelessness Solutions Committee on September 23, 2024.
