STRUTHERS, Ohio (WKBN) – Two cases against a Youngstown man accused of theft were closed in Struthers Municipal Court after a plea agreement.

Charles Zimmerman pleaded guilty to a misdemeanor theft charge and was sentenced to three years probation in connection to an August 2023 incident in Poland Township where police said he promised to complete roof repairs and was given money but never returned.

The homeowner gave Zimmerman $840 for materials, but when he was questioned nearly a year later while police were investigating a similar incident that happened in Springfield Township, Zimmerman told investigators that he did get the money for the Poland job but couldn’t complete the repairs because of the weather, according to the criminal complaint.

Zimmerman was ordered to pay $840 in restitution to the victim.

The Springfield case happened in March 2024 when police say that Zimmerman fraudulently took money from an elderly woman on the pretense of checking her roof.

The woman gave Zimmerman a check for $240, but she canceled the check before he could cash it. A charge of theft from a protected class was dismissed in that case as part of the plea deal in the Poland case, according to court records.

Records from the Ohio Department of Rehabilitation and Corrections show that Zimmerman was sentenced to prison in 2008 following a conviction in Mahoning County on charges of robbery, kidnapping, and theft. He was released on parole in late 2022.
