Blame deregulation before you find out what caused the leak. It most likely is poor or old faulty equipment. Or sabotage! Somebody knows what it is… Regulate the equipment!!! Should have frequent safety checks. Should be disclosure somewhere of what’s in it. If not I say fine and penalize the Company.
