Don’t except a pencil to vote. It’s a pen or nothing

Is this voting to you? A person is allowed to vote with just an electric or gas bill, with a name & address on it. This person was not registered. The head person at the poll calls the registration office & signs them up with no ID, except a bill. Now registered & able to vote, they must come back to the registration office within a month to show ID . A different person who is registered is given a ballot & makes a mistake. That person is given another ballot, made a mistake again & again was gives another ballot. That happened 4 times to the same person. A poll worker takes the 'mistake ballots', draws a line through the graph so the machine can't read it, puts them in an envelope. What happens if the line down the side with the codes is not voided out? There is NO coralation between the ballot and the person. The ballots are not numbered and not attached to an individual. They mark off that a person voted, yet can be handed as many ballots as needed. Hmmm. Should we get deeper?
