    Investors focus on short term gains, and view any novel approach with suspicion. This is enabled by legacy contractors selling the cheaper obsolete technology to NASA and others. It is mirrored by ESA. BUT, longer term projects are a free lunch, with endless delays and cost overruns that are always paid.
