The victim has been identified, however notifying his next of kin has been challenging,” the WVCPD said Wednesday morning on social media.</p><p>“The victim is not a resident of Utah. He was visiting someone who lives in the apartment complex. Evidence gathered so far indicates this was a targeted incident. No arrests have been made as of yet.
