Natrona County Assistant District Attorney Brandon Rosty represented the state. Attorney Robert Casteel represented Wesley Mostaert, and no other defense attorneys were present. </p><p>All defendants entering not guilty pleas or charged with felonies are presumed innocent unless convicted or pleading guilty. Charges may be amended in future proceedings. </p><p>Pleas on felony charges are not entered in circuit court, though bond conditions are set. Misdemeanors charged in the same information are engrossed with the felony and pled to in district court. </p><p>A bail bondsman can post a surety bond, typically requiring 10%–15% of the bond amount set by the judge. A “personal recognizance” or “signature” bond means there is no money required to get out, but the defendant could owe the full amount if they fail to appear. </p><p>Factors affecting bond and sentencing include the nature of the crime, the weight of the evidence, the defendant’s criminal history and their ties to the community. </p><p>For probation revocations, the state is only required to prove the allegations in an affidavit for revocation “to a preponderance of the evidence.” For defendants denying probation violations, a new bond is set. For purposes of this document, admissions and denials are represented as guilty and not guilty pleas, respectively. </p><p>Standard fees typically include $150 to the Crime Victims Compensation Fund, $70 in court costs and $50 to a Drug Court assessment. Additional fines or restitution may be imposed at sentencing. </p><h2>Felonies and engrossed misdemeanors</h2><ul><li>Alisha Dahl, 31 – Possession of Methamphetamine: Third Offense (punishable by up to five years’ imprisonment).</li><li>Bond set at $3,000 cash or surety</li></ul><ul><li>Donovan Miller – Grand Theft (punishable by up to 10 years’ imprisonment). Charged as an adult. Brandon Rosty said Miller has a history of battery and domestic battery.</li></ul><ul><li>Bond set at $7,000</li></ul><h2>Guilty pleas</h2><ul><li>Matthew Riverkamp, 28 – Misdemeanor Theft (punishable by up to six months in jail). He’s been in jail since June 16 on another charge.</li></ul><ul><li>Judge Taheri sentenced him to 20 days in jail and will leave it to the district court whether that should run concurrent with another recent sentencing.</li></ul><h2>Not guilty pleas</h2><ul><li>Rebecca Edwards, 31 – Misdemeanor Possession of a Controlled Substance (punishable by up to one year in jail). Brandon Rosty told the court a probation revocation is pending in another case.</li><li>Bond set at $1,500 cash or surety</li></ul><ul><li>Wesley Mostaert, 60 – Misdemeanor Violating Protection Order (punishable by up to six months in jail). Attorney Robert Casteel agreed with Brandon Rosty’s recommendation of a $750 cash or surety bond, adding that Mostaert needs to stay in Rapid City, South Dakota, where he moved to get away from his ex in Casper.</li><li>Bond set at $750 cash or surety</li></ul><ul><li>Marissa Warren, 15 – Cited for Minor in Possession of Alcohol. Didn’t appear for court hearing on May 29.</li></ul><ul><li>Bond set at own recognizance, released to parents and ordered to be a student in good standing</li></ul><h2>Probation revocations</h2><ul><li>Tayla McGrady – Sentenced to one year probation in December 2023 and failed to report to probation and parole office. She denied allegations. McGrady wanted probation reinstated because she is the only caretaker for her mother. Judge Taheri disagreed.</li><li>Bond set at $1,000 cash or surety</li></ul><ul><li>Joshua McLean, 43 – Sentenced to one year probation in November 2023. Was found to have violated probation by consuming alcohol.</li></ul><ul><li>Bond set at $1,500 cash or surety</li></ul></div></body>
