My prediction is it goes to Baltimore city schools where it will do nothing to improve the scores or fix the issues. Until those kids have an environment before and after school to encourage good behavior and an interest in learning, nothing will change. Those kids are not incapable of learning or stupid, and their economic situation does not dictate that. The schools are there for them they just have to want to learn, so until that is fixed, it doesn't matter how well funded or equipped the school is and how smart or high paid the teachers are nothing will change.
