here are my two cents. we need to cut taxes to allow local organization to do projects like this. whenever you add government to the mix projects take longer and costs go up. I would like to know the total cost of this project. I bet we could build these small transition communities for half the cost and create jobs and training to those in need by sweat equity. great way to learn a skill by asking those who received it to build it.
