SACRAMENTO, CA — In a significant move to improve school safety, Governor Gavin Newsom has signed Assembly Bill 1858, known as The Safe and Prepared Schools Act, into law. This legislation aims to establish clear guidelines for implementing active shooter drills in California schools amid increasing concerns over student safety.

Active shooter drills have become a grim reality for students following a series of tragic mass shootings across the country. However, inconsistent practices and a lack of guidance from the California Department of Education have resulted in confusion and panic during these drills, with incidents including a principal being placed on leave for simulating a shooting scenario.

The Safe and Prepared Schools Act addresses these issues by providing structured procedural guidance focused on preparedness and open communication. Key provisions include a standardized notification system for parents before and after drills, age-appropriate drill requirements, school-wide announcements prior to drills, and the prohibition of simulated fire during exercises.
