There should be a criminal investigation to see why they collected more than 10% without delivering a phased approach to the project. It should be checked if this was a premeditated scam and find out what they did with all the money they collected from the innocent homeowners. In most the construction projects there is between a 10 and 15% profit margin. It should be pretty basic to audit the finances to help get some money back. Any luxury cars, or trips purchased ? Any outrageous salaries should all be looked at.
