so when the untrimmed "public tree" falls on my "private property" and damages my house etc- do I get to sue the city for failing to maintain their "public trees"? Why should I (as a taxpayer already contributing to their salaries) have to incur the cost of a permit to trim a city owned tree...seems like this is a city issue.
