Since a large portion of these crimes are committed by juveniles, the system needs to change. Juvenile crimes involving guns, need to be charged as adult crimes. That would be a good start

Dear Rita why lire on question 2? It didn't work out because your racist ass didn't like that s white woman was seeing results with Peoria Community Against Violence (PCAV) and you refused funding so it dissolved. It was not capacity. You were stuck on the buddy system with Terry Burnside even after he was ousted as CEO of PCAV. You lined his pockets and now it's coming to light.
