For residents of Cedar Glen Apartments in South Bend, the approach of colder weather brings a recurring challenge—no heat, no hot water, and worsening building conditions. Despite promises of improvement, families in the complex are once again facing long-standing issues with no clear resolution in sight.

For over two years, residents have reported the same problems: unreliable heating, no hot water, and poor communication from property management. This year, a new issue has emerged—a broken heater in a stairwell causing major leaks that have soaked carpets and begun seeping into residents' homes.

Frustration is mounting, as residents feel their concerns are falling on deaf ears. “It’s all promises from the property owner with no action,” one resident shared. As colder nights set in, the lack of basic utilities has become a critical issue for families, especially those with young children.

In an effort to provide relief, Indiana Attorney General Todd Rokita reached a three-year settlement with the complex’s property owners, Barrett and Stokely, which awarded $10,600 to affected residents. But many, like Kaminski, remain skeptical that this will lead to lasting change. "It's not fair, especially to families with babies. We shouldn't have to go through this year after year."

While some progress has been made—residents reported that the hot water was restored as of Thursday afternoon—many are unsure how long the fix will last. With winter fast approaching, residents are left wondering if they will face yet another season of uncertainty and inadequate living conditions.

Then they should move somewhere else. The sign says apartments, not a prison.
