"Here's what FEMA does and doesn't do!" What it does is employ almost 23 THOUSAND people, who act as a scapegoats for government incompetence before, during, and after disasters and most importantly squander tax dollars by stockpiling disaster relief resources that never seem to get to the disaster areas but instead get misplaced or misappropriated, and finally those 23k people are just coordinators or managers who all seem to prioritize damage control for their bosses above helping the victims. This includes "Mismanaging" the efforts of private citizens and NGOs. What it doesn't do is simple. It doesn't seem to ever help the victims.
