Yeah police are allowed to give death penalty for running away and is not big deal because the table has turned in a constitutional federal republic where the taxpayer is the ultimate sovereign power and the police and politicians ONLY public servers! They are behaving like England rule before 1776! And the only reason the table has turned is because the laziness of the people in learning the 652 words James Madison wrote to protect the people and the country from tyranny!
