The reporter certainly did his best to write this sob story. I'm sorry, I have no effs to give. While these may be fine young men, they're "illegal" non-citizens. Hence the out of state tuition.

They should they’re not legal citizens of this country so that makes them paying out of country tuition, which should be 20 times worse than out of state, or simply GO THE HELL HOME!!
