    Case manager accused of defrauding domestic violence survivors in Dorchester

    The woman has a 35-page criminal record dating back to the 1980s.

    A Braintree woman and a Dorchester man were both arraigned last week for allegedly fraudulently leasing public housing to victims of domestic abuse, officials announced Monday.

    Rosalyn Webb, 55, was working as a case manager for Stone House, a Roxbury safe haven for survivors of domestic violence, according to a statement from the Suffolk District Attorney’s Office.

    On April 25, police received a report from Stone House management that a former employee, later identified as Webb, was fraudulently collecting rent checks from the domestic violence victims who received services at the house, authorities said.

    Three individuals receiving Stone House services were listed as living at a Dorchester residence, which belonged to Nathaniel Davis, 30, according to the DA. But a Stone House employee went to the residence to confirm, and discovered that none of the individuals were in fact living there.

    Webb had filed false inspections and leases, enabling Davis to collect rent from the victims, according to the DA.

    Davis cashed checks from December 2023 through February 2024 for the listed tenants, totaling $21,250, the statement said.

    In April, a tenant filed a written complaint with Stone House which said that in February, Webb forced her to sign a lease for a residence connected with the Stone House and told her she had to pay $525 in cash per month directly to Webb, the office said.

    Webb was fired shortly after management found out about the scam.

    Webb was charged with one count of larceny over $1,200 by single scheme, the office announced, and Davis was charged with five counts of larceny by check over $1,200.

    Both were released on personal recognizance and due back in court on Nov. 6 for pre-trial hearings.

    Webb has a 35-page criminal record dating back to the 1980s, according to officials.

    “Defrauding anyone for personal gain is brazen enough, but preying on those in dire need of services is particularly contemptible,” Suffolk District Attorney Kevin Hayden said in the statement. “I applaud the tenant for speaking up when she realized something was amiss, and I thank the Stone House management team for following up on the complaint and then reporting this to authorities.”
