The only thing that changed was the fee for the permit. You could still conceal carry by paying the fee for the permit. It doesn't mean it's a free for all for people that aren't allowed to own firearms to now carry. Not does it mean people can carry guns that were illegally obtained. These aren't law abiding citizens riding around thinking it's the wild West. These are people with obviously no gun training that's evident by the fact that it takes leaving behind 83 shell casings to shoot a person 1 time. These are people with no damn common sense, no empathy, and no thought as to anyone's life including their own. Believe me the people doing all this senseless shooting are people who don't obtain guns the legal way by passing background checks to purchase a firearm.
