Robert Mclymore is Councilman at large, not Robert Sklarz. Also, there is a lack of comparison to other cities in the surrounding area with part time elected officials and similar demographics, which would show they would still be the lowest. If anyone watched the budget meetings, they would see that all staff is scheduled for a raise per their contract. The guidelines for affordable housing are dictated by the state and funding agency, not by the mayor. The elected officials and staff only encourage it through land sales and PILOTS, which means less land available for other types of development and possibly a higher tax burden on tax paying properties.
