I believe that policy is to back off high speeds that could cause this situation. Cops should follow him of course and I bet they had his license plate info. They could have called for more units, State police, Pittsfield, Hinsdale, etc. boxed him in and caught him. The family has a case so the question what did the police do wrong to violate his civil rights. Just saying.
