Why is FEMA Supposedly Out of Money?

On Thursday September 26^th, Hurricane Helene made landfall as a strong category 4 hurricane, causing massive flooding from Florida to North Carolina, resulting in the deaths of over 230 people and likely causing more than $100 billion in damage. Helene made a direct hit on Florida but no town was hit harder than Ashville, North Carolina.

Why wasn't the federal government more prepared for Helene and why is FEMA supposedly out of money and out of manpower when they knew that this was expected to be a more active than usual year for hurricanes? Where has all of the money gone and why are we not better prepared?
