would be nice to find a site and set up some one bedroom for them and a open concept kinda bathroom and let them unite and help each others .cook together like a fami and help those who cant help themselve.and anyone who can manage themselves to go out in the world and move on, you let them go.but you need to step up on drugs and crime and be more strict on it too.send them far from there to face the penalty
