    Rainelle man arrested following traffic stop

    RAINELLE W.Va. (WVDN) – On Oct. 15, an officer was on patrol in the vicinity of Rainelle in Greenbrier County. According to a criminal complaint, the officer observed a silver Volkswagen traveling on James Kanawha Turnpike without a motor vehicle inspection sticker. The officer then turned around and activated his emergency lights on U.S. Route 60. As the officer caught up to the vehicle on U.S. Route 60, the vehicle reportedly made an immediate turn up Locust Street where the officer observed the car appear to speed up and blow black smoke out its exhaust. The criminal complaint states that the vehicle finally stopped at a location on Locust Street and the driver threw his hands out the car.

    The criminal complaint says the officer approached and removed the driver from the vehicle. When the officer asked about a driver’s license, the man allegedly replied that he was revoked due to a DUI. The man was identified as Philip Alley, 50, of Rainelle. The officer then reportedly placed him in hand restraints.

    According to the criminal complaint, the officer noticed Alley had altered a registration sticker to look like a real one. The officer patted down Alley and placed him in his cruiser. Alley allegedly stated that he may have marijuana and a bowl in the vehicle. The officer searched the vehicle and reportedly only found a small plastic bag that had the top ripped off lying in the front seat.

    The officer also found a socket and wrench that fit the bolts of the license plate inside the vehicle. Alley allegedly stated that the registration plate was off his Toyota truck. Greenbrier OEC confirmed this. Greenbrier OEC also confirmed that Alley had one driving revoked on March, 30, 2023. Alley also reportedly advised he had no insurance. He was arrested and faces multiple charges.

    At the time of publishing, Alley is not listed as an inmate at Southern Regional Jail.
