(News 4 &amp; Fox 11) — An 18-month study into Nevada's early childhood system was done by a nonpartisan policy research institute, Guinn Center.The study shows that systems are fragmented which Guinn Center says leads to challenges between administrators and families who are trying to navigate the early childhood systems.The Guinn Center says programs are seeing only 5.5% of eligible four-year-olds enrolled in Head Start which the study says is a low participation rate.The study also found that there's not enough funding, there's high turnover, and low wages for early childhood employees.Increasing family engagement and improving pay for early childhood system workers to reduce turnover were key considerations in improving early childhood in Nevada.The Guinn Center study suggests a single point of entry for families, which they say will simplify the application process for those navigating the system."A low-income parent who has a child with developmental delays needs childcare and needs the resources to be able to provide that childcare. They are needing services that are in many different areas of early childhood. (Parents) are navigating that very complex system on their own," said Anna Colquitt, Guinn Center Director of Education Policy.Guinn Center suggests implementing universal pre-k here in Nevada which has been proven to be successful in other states when it comes to preparing kids before they walk into their kindergarten classes.This study is used in the Nevada legislature to shape legislative bills.Guinn Center meets with legislators to answer any questions they may have about early childhood systems in our state. They use their findings to help the Nevada legislature create or change bills through their recommendations.</div></body>
