    Woman Indicted in $3.7 Million Health Care Fraud Scheme

    Lakia Jackson, 34, was indicted by a federal grand jury on October 16, 2024, for orchestrating a $3.7 million health care fraud and kickback scheme, the U.S. Attorney’s Office for the Eastern District of Wisconsin announced today.

    According to the indictment, Jackson owned We Care Services, a Prenatal Care Coordination (PNCC) agency in Milwaukee.

    The U.S. Attorney’s Office states that she falsely claimed to have provided prenatal care coordination and childcare coordination services to at-risk and low-income pregnant women and new mothers.

    These services, reimbursed by Medicaid, are designed to reduce Wisconsin’s high infant mortality rate among at-risk populations, the department stated.

    The U.S. Attorney’s Office says that between June 2020 and December 2021, Jackson allegedly submitted fraudulent claims for services that were never provided.

    The department further alleges that Jackson offered kickbacks to induce women to sign up for PNCC services through We Care Services and then falsely billed Medicaid for millions of dollars.

    In some cases, Jackson submitted claims for services to clients before any agency staff had even met them, the department stated.

    Jackson faces multiple counts of health care fraud, false statements relating to health care matters, money laundering, and aggravated identity theft, according to the U.S. Attoney's Office.

    If convicted, she faces a mandatory minimum of two years in prison for each count of aggravated identity theft, up to 20 years for each count of health care fraud, up to 10 years for money laundering and Anti-Kickback Statute violations, and up to five years for false statements, according to the department.
