Well, I just got off a Rotal Caribbean cruise that stopped at Coco Cay and I can tell you that there was NO tram from the ship to the opening of coco cay, none, everyone was walking, or being pushed in a wheelchair, or on a scooter, until you get to where the park opens then that is where the tram began. It was a beautiful day, we were there on 10/15 and I personally didn't mind the walk but other passengers were complaining about the tram not being available soon as they got off the ship.
