Oak St. During this operation, multiple marked patrol cars were on the scene with lights flashing.At approximately 8:00 pm, a vehicle was observed driving around several patrol cars and through the active scene. Officers conducted a traffic stop and identified the driver as Stephen Mann (73) of Union City.Upon interaction, officers detected a strong odor of alcoholic beverages emanating from Mann. He was subjected to field sobriety tests, which he failed. Mann was subsequently transported to St. Vincent Randolph Hospital for a blood draw.The results indicated that Mann’s blood alcohol content was over the legal limit.
