<body><div><figure><img src="https://img.particlenews.com/image.php?type=thumbnail_580x000&amp;url=0sZ7Oq_0wEmQ5mF00" alt="https://img.particlenews.com/image.php?url=0sZ7Oq_0wEmQ5mF00" width="1200" height="628" ></figure>RUTLAND — A local contractor has been charged with home improvement fraud after allegedly failing to complete contracted work for an elderly resident.Vermont State Police arrested Todd Webster, 55, of Rutland, on Oct. 19 after an investigation into a fraud complaint made by Dorothy Cook, 81, of West Rutland.According to police, Cook hired Webster, owner of Rutland Fence Co., in July to install a fence and paid him more than $1,000 upfront.Webster is accused of not fulfilling the contract and not returning the funds when Cook requested.After the complaint was filed on Oct. 13 at about 10:39 a.m., an investigation led to Webster’s arrest six days later.Following his arrest, Webster was processed at the Rutland Barracks and then transported to the Marble Valley Regional Correctional Facility for an unrelated warrant.He has been cited to appear in court to respond to the home improvement fraud charge.</div></body>
