The reason why VZW has to unlock their phones after 60 days is because they were awarded the 700 mhz spectrum. That was the stipulation for that winning bid. It was originally unlocked phones, even at the time of purchase, but they were getting hammered with fraud. The FCC relented and allowed a 60-day waiting period.
