    Chaotic standoff with Northern California police leads to shooting and arrest

    (FOX40.COM) — A man was arrested after a chaotic standoff with several law enforcement agencies that lasted several hours.

    Around 4:40 p.m. on Monday, the Citrus Heights Police Department responded to a domestic violence incident in the 7500 block of Tiara Way. The victim told police her boyfriend physically assaulted her and threatened her with a knife. When officers arrived at the scene, they found the woman suffering from a laceration to her head. CHPD identified the suspect as Justin Phillips, 41. He reportedly fled on foot before police arrived.

    Nearly three hours later, witnesses reported Phillips was recently seen in the 7500 block of Sunrise Boulevard, according to CHPD. He was spotted there by police and fled inside a senior living facility and onto the roof. Officers said Phillips acted erratic and appeared to be under
    the influence of drugs.

    While Phillips was on the rooftop, CHPD said they saw Phillips holding a black firearm
    that was later determined to be a replica. The observation was confirmed by live camera feed from an overhead unmanned aerial unit (drone) and police air units, according to CHPD. The Sacramento County Sheriff’s Office, Roseville Police Department, and Folsom Police Department also responded to the scene.

    Phillips threatened to detonate an explosive device and pointed the firearm at multiple officers
    on the scene, according to law enforcement. Three CHPD officers fired at Phillips, wounding him and causing him to drop the gun. Phillips remained uncooperative and continued to make threats during the nearly two-hour standoff.

    Just before 10:15 p.m., CHPD’s Crisis Negotiation Team and SWAT team convinced Phillips to
    come down from the roof. Once on the ground, CHPD said he still refused to comply with officers’ instructions. From there, officers “used several less-lethal munitions and a police canine to overcome Phillips’ resistance” and take him into custody. Phillips was reportedly taken to a local hospital with non-life-threatening injuries, including a dog bite.

    Police said they collected the replica gun, ammunition, narcotics, and a knife at the scene. Phillips was reportedly on parole for burglary and probation for possession of
    controlled substances and burglary tools. He was arrested and booked into the Sacramento County Main Jail for alleged armed robbery, domestic battery, and assault with a deadly weapon.

    The three officers who shot at Phillips have been placed on paid administrative leave, per policy according to CHPD. No officers were injured and the incident remains under investigation.
