    Windsor Pointe in Carlsbad slated for new management team after recurring safety concerns

    CARLSBAD, Calif. (FOX 5/KUSI) — Safety and security concerns continue to brew in Carlsbad at an affordable housing complex that serves those with serious mental illness.

    At Tuesday night’s city council meeting, residents heard an update on the path forward, but not everyone is convinced it will lead to change.

    “Affirmed Housing continues to give us the runaround,” Tyler Collins said.

    Following concerns from the city of Carlsbad, residents, even the local police chief Windsor Pointe continues to be at the center of scrutiny.

    “Affirmed Housing completely duped the city council into funding Windsor Pointe by utterly downplaying the numerous community concerns about it,” Seth Haller said.

    The affordable housing complex near Carlsbad Village Drive is a mix of low-income and permanent supportive housing for people with serious mental illness. Issues recently reached a new boiling point when the city sent a letter to the complex owner, Affirmed Housing, demanding remedies like: securing access gates, removing hazards and debris from common areas and most importantly a detailed staffing and security plan that involves more surveillance 24 hours a day, seven days a week.

    “We are continuing to look into options to make improvements to the security, trying to get creative and with all the stakeholders,” said Jonathan Taylor, Vice President of Asset Management for Affirmed Housing.

    A written statement from Affirmed Housing also says it is “working on transitioning over to another onsite property management team so that this property can live up to its goals as a forward-looking solution for healthy living and as a good neighbor.”

    Residents and councilmembers questioned whether the new management team would have experience working with those who are mentally ill.

    The new management team is likely going to take effect sometime in November. Meanwhile, city staff is slated to bring this topic back in February to get an update on how safety and security is hopefully improving at Windsor Pointe.
