WOONSOCKET, R.I. (WPRI) — On Monday night, the Woonsocket City Council discussed amending an ordinance that could potentially ban electric bicycles and scooters from parks.

Some residents, like Sean Clark, believe the proposal is an overreach that fails to consider people’s needs.

“I find that it’s an undercooked policy because it does not account for the lack of bicycle infrastructure and pedestrian safety around the parks,” Clark explained.

Meanwhile, City Council President John Ward said passing the ordinance would be a win for public safety.

“These bicycles that are motorized kids go very fast on, and I’ve had the experience of almost being hit myself down in Providence on a city street,” Ward said. “They’re very dangerous when you get those encounters and could result in some serious injuries.”

Clark, who rides his bike nearly everywhere, added that electric bicycles and scooters wouldn’t cause as much trouble in parks if the city improved street infrastructure.

Ward acknowledged the concern, saying the city should explore more bike-friendly options.

“E-bikes and scooters will become more predominantly used and they’ll be competing for the roadways for traffic,” Ward said, emphasizing that the ordinance wouldn’t apply to non-motorized bikes and scooters.

Ward also clarified that the proposed change wouldn’t affect Rhode Island’s bike paths running through the city.

Public comments and a potential vote on the ordinance amendment are scheduled for the next city council meeting on Nov. 4 at 6 p.m. at City Hall.
