    I'm not sure where I stand on this, but I do wonder why federal land must have a designated purpose? Might it be held in reserve for future needs under its enumerated powers? Land swaps are a common way to acquire land in a specific place, for roads, military facilities, etc. Without land held in reserve, there's nothing to swap and the only option is taking under imminent domain.
