TROY, N.Y. ( NEWS10 ) -As a new Taylor Apartments building is coming together, site planners are looking ahead to what’s to come for Towers 3 and 4 where tenants currently live. The modern apartment complex will be home to those currently in Towers 3 and 4.

Taylor Towers 1 and 2 were constructed in 1954 and vacant since 2005 . “The city of Troy appropriated some ARPA money to demolish the prior building and you’ll see the new building is being built,” stated Mayor Carmella Mantello.

“We’ve just received $1 million from Senators Schumer and Gillibrand and that will go towards Taylor 3 and 4,” added Chair of the Board of Commissioners for the Troy Housing Authority, Sue Steele.

Part of Phase 2 is tearing down Towers 3 and 4 and then constructing new buildings. Both phases will create 450 units.

“Essentially 100% affordable, effectively to a large range of incomes across the board,” described a senior developer with Taylor Apartments.

A major update to the Congress Street Bridge will affect the future construction of Phase 2. The bridge’s ramps will stay and the plan is to repurpose them with greenery. They will also add two more lanes for pedestrians and bikes.

“They’re doing a total redesign of the interstreet areas here. Getting Ferry and Congress Street to be more of a four-way intersection like we have here in the city of Watervliet, explained General Manager for the city of Watervliet, Joe LaCivita.

The meeting ended with the planning commission declared as the lead agency for Taylor Apartment’s State Environmental Quality Review Act. They plan to possibly meet again on April 17.
