One point of understanding. Normal "full" volume for all lakes is referred to as 100. It is NOT feet as in depth. 108 means 8 feet over full capacity.

Duke is not managing the water levels down, because with no demand due to the outages their HEP accumulators are full and if they let the water flow out to the ocean they won’t be able to make money out of it.
