If he keeps getting returned and back in that shelter he will continue to decline and may become aggressive from feeling constantly let down by humans

Poor baby. These people that return these dogs need to be put on a list and never allowed to adopt/foster again. Obviously a biting issue isn’t good with kids but I’d want to know the FULL story of what was happening when the incident occurred
