Tourism dollars will dwindle as the crime rate goes up.

With the significant decline in tourism, good luck with that plan. Tourism is way too seasonal and unpredictable to tie this vulnerability housing market. I would think linking it to agriculture would be much more stable. Other than these two main revenue generators, nothing much by way of industrial or telecommunications to make a dent in tax base. Medical would be your only alternative for stability.
