This is a great talking point, but do you know what the major issue is? The real issue is the freaking building costs. The fixed costs associated with building a $150k house are not that much different from a $350-500k residence these days. So, unless there are incentives, it does not make business sense for privatebuilders/developers nor do local governments have the capital to loss money on building enough of these places that it'll actually impact market rents without further internetion....
