    from what I can tell from the pictures there is a lot of sand missing from the bank line all the way out to the ocean line, why not have dredger units dredging the ocean side shooting the sand back up on the Short line side fill in all of the missing sand from the entire Beach area therefore letting the sand settle and shoot more on it until it is the proper height from the missing sand Bank out to the ocean line. not only would this deepen the area allowing larger fish to use that area which would cause more fishermen to be there spending money buying bait tackle and what have you it would solve the problem with these concrete foundation burying it in about 4 ft of sand and probably would solve your petroleum problem as well just seems natural to me that you could restore it back to what it once was and send the bill to the Navy Coast guard and the department of engineers
