    the likely answer as to WHY? kickbacks same reason they approve in a bit and just rezone everything to accommodate big developers in all the shitty cheap all wood building all over and now there is one developers doing basically card board and 2×4 houses in NW also, all approved by the corrupted officials in city hall in the name of progress...lol
