I-94 east of US-23 has three lanes and west of the M-14 merger three lanes both EB and WB. Through Ann Arbor, I-94 has two lanes. Every day, AM and PM there is massive backup at the S State St area. Same thing was happening on US-23 just north of A2 and a flex lane was installed. It makes it look like MDOT is incompetent.
