very poor engineering, grading of land sloping for run off, to coverts to canals to reservoirs and lakes,,, sewer lines needs to be cleaned out,,,, I know you can't predict the amount of water that will come down, but atlease be better prepared for floods,,,, THIS IS A DESERT, PEOPLE need to learn the history of this area,,, THEY ALWAYS SAY THIS IS A 100 YEAR FLOOD, heck it is, not if it floods every year or two,,,, PEOPLE SAYS THIS IN CALIFORNIA TOO,
